The reason why the US invested in Germany and Japan is because they were scared shitless that all of Eurasia will fall to Communism. The reason why they didn't invest in Russia after the fall of the USSR is because they believed they already won "the history game" once and for all. There is no point to bother with supporting Russia as there is no chance that it will become a part of a competing bloc, because there is no competing bloc anymore, and there will never be. It will be just the world with places where the West dominates already, and places where it will happen naturally eventually anyways.

If the West wins this new Cold War and whatnot, and succeeds in replacing "Putin regime" with the regime that they would want to have, there would be no point to waste money on supporting it. They will just make sure that main resources are taken under control by the Western corporations, and the Russian state is weak enough to never rise again and be a challenge. Preferably partitioned in a more "democratic" way, so that this space will be busy figting within itself.

There is no point to waste resources to build prosperity in Russia, when you need resources to maintain prosperity back home. They'd be happy to keep that territory as sort of the Africa of Eurasia, where the West controls the flow of both natural and human resources, and people are poor enough so that the best and most capable of them dream only about emigrating to the West to fill modestly paid jobs with very capable people.
